A conspiracy is an agreement between two or more people to commit a crime or accomplish a legal purpose through illegal action.
It is not necessary to prove that all the people in the conspiracy entered into a formal agreement or planned the details together. A conspiracy can be inferred from the conduct of the accused.
A criminal conspiracy exists if:
1. Two or more persons, in some way or manner, came to a mutual understanding to try to accomplish an unlawful act. A meeting of the minds is sufficient.
2. The people willingly joined the conspiracy.
3. One of the conspirators knowingly committed at least one overt act to forward the conspiracy.

Section 241 If two or more persons conspire to oppress any person in any State in the free exercise or enjoyment of any right secured by the Constitution, they shall be fined or imprisoned not more than ten years, or both.
Section 242 Whoever, under color of any law, willfully subjects any inhabitant of any State, to the deprivation of any right secured by the constitution shall be fined not more than $1,000 or imprisoned not more than one year, or both; and if bodily injury results shall be fined or imprisoned not more than ten years, or both.
