Prosecutor Gary McGowan cooperated with Cunan in one hearing.

Public Defender Doug Prouty cooperated by knowing but doing nothing to stop it.

Deputy Attorney General Peter Smith delayed and lied to extend imprisonment.

Any one of the above individuals could have prevented the wrongful imprisonment.

All had the duty.

None did it.
